Open Educational Resources (OE) is non-public educational resources that any individual can use, develop, and modify for teaching and learning. OER are typically either in the public domain or have a copyright license that allows free use and reusing. In some cases, educators and school systems may have to pay for the right to use specific copyrighted materials. OER can be used by teachers, educators, students, and parents/graduates for instructional purposes.
In 2021, President Obama launched the Let’s Innovate initiative to increase access to online higher education programs. Since then, many other educational programs, especially those offering accredited online degrees, have added the OER label to their web pages and websites. This has created a new industry, encompassing hundreds of thousands of educational resources. Some of these resources include videos, podcasts, lesson plans, educational podcasts, software, online tutoring, websites, lesson notes, lesson plans, textbooks, student workbooks, audio and video lectures, and more. These resources are available for purchase or free access via the Internet.

Coursera offered free educational content for various courses on science, technology, engineering, business, and health care, along with a platform for audio-video courses. The next platform to launch a free online course was the Stanford University Open Courseware initiative, which offered free educational content in computer science, physics, and mathematics.
The availability of Open Editions of educational materials makes it possible to reach more people through the various kinds of educational content and subject matter taught in the course. The Open Editions of educational resources makes it possible to cater to various needs of different users such as the adult learners, the distance education students, as well as the teachers themselves.
